- The page includes a “story map” which is a series of information pages and interactive maps for more information. The Department was able to post updated map information last Friday as it became available. We will continue to refine and post more information as we start our main review work in preparing a report for the City Planning Commission (that is the next step in the process). Note that the final list of stations impacted by SB79 overall will come from SCAG, per the requirements of the bill. This map has not yet been received by the City.

There are three interactive maps on the story map.
- The first is the overall station area map entitled “draft eligibility map”. Note that this information is our best available estimate at this time. The final maps will come from SCAG, yet to be received.
- The second map was recently posted – it is the “delayed effectuation map”.
- The third map was recently posted – it is the “upzoning options map”.
What is Eligible for Delay:
The “delayed effectuation map” shows the areas eligible for delayed effectuation, as informed by the City’s recently completed modeling per SB79 criteria. To view details, you will want to click on the folder icon on the upper right corner of the map, wait for it to load, and then click on the various layers to turn them on and off. It may take a moment to load each layer.
- My first recommendation is position the map large enough to see a wide area, but including areas of interest to you. You can zoom in and out using the + and – buttons on the upper left, and click and drag the map around to move it.
- Once you are ready to start, I would recommend clicking on “Layers : Within an SB79 TOD Zone” to show the baseline areas covered by SB79 first, and then you can click on the various eligible delayed effectuation layers to see what can be delayed and what cannot. The baseline areas will be shown in ORANGE.
- Click on and activate the layer “Low Resource Criteria: Low Resource Stations Eligible for Delayed Effectuation” and then click on “Housing Capacity Criteria: Stations Eligible for Delayed Effectuation Due To Existing Zoned Capacity”. This shows all stations eligible for delay in BLUE.
- Then click on and add the layers under “Sensitive Site Specific Criteria: [ADD ALL FOUR – FIRE ZONES, HISTORIC, SEA LEVEL RISE, ONE MILE + WALKING to also remove those areas. These additional eligible for delay areas will also be shown in BLUE.
The remaining areas in ORANGE are the parcels that are not eligible for delay under state law.
I recognize this is a complicated map, but it follows the requirements of SB79 which require the City to prepare a citywide model to achieve these criteria. I am glad the Department has completed the model and the results are available. We will continue to develop summary maps now that the model is complete.
