Current Facts regarding the Serenity Campus Project

- County records state that 9 Gem Capital Group, LLC bought Serenity Village from Grace Meracdo on June 20, 2024. Arrangements for your residency there at Serenity Village at this time is under their supervision.
- In November 2025 Fred Brown Recovery Services applied for a state grant to purchase Serenity Village to establish an Alcohol and Drug Recovery Center. It would have 102 resident beds and some 900 outpatients at a time.
- The state Department of Health Services granted FBRS a preliminary grant award of some $73,000,000 on March 17, 2026, to purchase the facility. If the contract terms are met; funds could be allocated to them in 2027. Funds can only be used for purchase and renovation of the property.
- There was little information given to the community before March 17, so the community is up in arms with a petition so far of over 2,300 signatures opposing this purchase. There will be a formal Sunday picket out front from noon to 4:00 p.m. (Not against you and your residents, but efforts by FBRS to buy the property.
- Efforts are being made to seek reversal of the grant on the basis that they did not conduct adequate community outreach when applying for the grant. Also, the location chosen is in close proximity of a day school center just north of the property
- The SSCA is undertaking a factual investigation of the grant and the proposed operations planned for alcohol and drug recovery activities.
